The Care Quality Commission (CQC) has launched a targeted inspection framework called the "Returning to good adult social care services" programme.
This programme will apply to care homes, residential care homes, nursing care facilities, supported living services, and homecare providers however not all organisations will be evaluated.

This initiative focuses on evaluating adult social care providers that currently hold an historical "Good" rating to confirm whether that rating remains accurate and to ensure that standards of care are being maintained.

Which Services Are Eligible for CQC "returning to good adult social care services" Assessments
The CQC will apply a streamlined approach only to services that meet all of the following criteria:
Aged Ratings: The current rating must be at least 6 or 7 years old.
Clean Track Record: The provider must be rated "Good" overall and across all 5 key questions, with no ongoing enforcement activity or data indicators suggesting a potential downgrade.
Leadership & Scope: The service must have a registered manager in place, must not provide care to children, and must not have added a service user band for people with learning disabilities and autism since their last rating.
What the Assessments Focus On
Inspection will prioritise gaining first-hand feedbacks from individuals using the service, their families, staff, leaders, and visiting healthcare professionals experiences over paperwork.
If feedback is positive, then targeted record and document based checks will be carried to back up findings. However, if concerns or signs of outstanding practice are flagged during the planning stage, the CQC will revert to its standard, comprehensive assessment framework.
For more details, providers can read the official CQC Returning to Good Guidance.
What Should Care Home Managers Review?
CQC's updated approach provides a useful opportunity for care homes to look at their current practices. Managers may wish to review:
Staffing:Are staffing arrangements sufficient and appropriate for current resident needs?
Resident experience: What are residents and their families telling you about the care they receive?
Person-centred care: Can your team demonstrate that care reflects individual preferences, choices and needs?
Dignity and independence: Are residents supported to maintain choice, control and independence wherever possible?
Governance: Can you demonstrate that concerns are identified, acted upon and learned from?
Continuous improvement: What have you changed as a result of feedback, incidents, audits or learning?
Contingency planning: What happens when you have unexpected staff absence or a recruitment gap?
Staffing Remains an Important Part of Safe Care
One of the quality statements included within the focused assessment approach is safe and effective staffing.
When it comes to staffing, questions worth asking include:
Do we have enough staffing?
Do our staff have the appropriate skills for the residents we support?
Are staff able to provide person-centred care?
Do our teams understand the individual needs and preferences of residents?
How do we manage unexpected sickness or absence?
Are permanent staff becoming overstretched by repeated additional shifts?
Do we have appropriate contingency arrangements?
How do we ensure temporary staff understand the expectations of our service?
For care homes, these questions are not simply recruitment questions. They form part of maintaining safe, effective and person-centred care. It is an important reminder that workforce planning is closely connected to quality and safety. Having enough staff is important, but so is having staff with the appropriate skills, experience and understanding for the people they support.
